This year, it has issued control instructions to more than a thousand illegal muck trucks, ordering them to stop work for rectification.

According to reports, if the construction unit wants to remove the muck or construction waste, it needs to first apply to the city management department, and the city management department will entrust a third-party organization to calculate the amount of muck or construction waste that needs to be removed. The vehicle information of the transportation company shall be submitted for approval together. After approval, the construction unit can obtain the construction waste disposal (discharge) permit of Luoyang City, and the transportation vehicles will also obtain relevant transportation qualifications. At the same time, information on construction units, the amount of muck or construction waste, and transportation vehicles will be uploaded to Luoyang's big data supervision platform.

According to reports, each muck truck under the supervision of the platform is equipped with a GPS positioning system, and the staff can clearly see the real-time operation of each truck through operation. At the same time, the running tracks of these vehicles are all recorded and can be retrieved at any time. If the set route of a car is from A to B, but its running track is found to go to C, it means that this car may have illegal transportation, and law enforcement officers will deal with it.

In addition to being equipped with a GPS positioning system, each vehicle included in the supervision of the platform also has a passive electronic tag. When the vehicle leaves the site, relevant personnel scan the electronic tag with an ultra-high frequency handheld terminal device to prove that it has left the construction site; After the disposal site, it needs to be scanned again by the staff of the disposal site. In this way, the entire chain of electronic data of vehicle delivery, transportation route, and storage is generated.

During the heavy pollution weather control period in Luoyang City, if the muck truck that is prohibited from earthwork operations is transported illegally, the supervision platform will show that the truck is in a load-bearing state, and the staff will remotely control the vehicle. In addition to using the big data platform to supervise the muck trucks, the Municipal Urban Management Bureau has also established a mobile inspection team to strictly investigate the illegal transportation of muck trucks in various areas of the urban area from time to time. Since the beginning of this year, the bureau has dispatched more than 7,500 person-times, seized 377 illegal transport vehicles, and fined 610,000 yuan.

Through RFID technology, it can automatically record the license plate number, weight information, time information, etc. of vehicles equipped with electronic tags, and write them into the host database, which can effectively eliminate human errors, prevent overweight blockage, cheating, etc., and ensure the original data Accuracy of collection and reduction of economic loss.
